Under Article 9 of the Fire Safety Order, the responsible person — typically the employer, building owner or occupier — must ensure a suitable and sufficient fire risk assessment is carried out by a competent person and implemented. The assessment must be reviewed whenever premises, processes or occupancy changes.
A commercial fire risk assessment covers the identification of fire hazards, the identification of persons at risk, the evaluation of existing fire precautions, and a written report with prioritised recommendations. For most commercial premises, the on-site inspection takes between one and four hours.
"Where the employer is not the owner of the premises, the employer must co-operate with the owner of the premises to enable them to comply with the requirements of the Order."
