Emergency lighting requirements.

Emergency lighting is required under Article 14 of the Fire Safety Order wherever escape routes need illumination that survives a mains failure — in practice, almost all non-domestic premises and the common parts of residential buildings beyond the very simplest. The design standard is BS 5266-1, the normal benchmark is three-hour duration, and the testing regime is a monthly function test plus an annual full-duration test, both recorded.

Where it's required.

BS 5266-1 translates that duty into coverage. The fire risk assessment confirms the premises-specific extent, but the standard expects luminaires at the points where escape fails in darkness:

In small, simple premises with short, straight, borrowed-light escape routes, the assessment may justify limited provision; in sleeping-risk premises — hotels, larger HMOs, blocks of flats — full escape route coverage is the enforced norm, because escape happens at night by definition.

Testing: the regime that gets checked.

These records are precisely what a fire risk assessor, an auditing officer and an insurer each ask to see — untested emergency lighting is one of the most common findings in office and residential assessments, and one of the cheapest to fix: the failure is administrative before it is electrical.

Key fact: Emergency lighting failures are invisible until the moment they matter — a dead battery looks identical to a charged one. The monthly key-switch test takes minutes per circuit and converts an unknowable risk into a logged, managed system.

Common questions.

Is emergency lighting a legal requirement in small premises?
Where the escape routes need illumination to be used safely in a mains failure, yes — Article 14 applies regardless of size. A small shop with a straight, short route and good borrowed light may justify minimal provision; the fire risk assessment records that judgement.
Do HMOs and blocks of flats need emergency lighting?
Larger and higher-risk HMOs and most blocks of flats, yes — escape routes used at night without borrowed light are exactly the target case. Two-storey shared houses with simple, naturally-lit routes may be assessed as not requiring it under LACORS-derived standards.
Who can test emergency lighting?
Monthly function tests can be done in-house by a trained person with a log book. The annual duration test and any remedial work should go to a competent electrical contractor, with certificates retained.
What's the difference between maintained and non-maintained fittings?
Maintained luminaires are lit continuously and stay lit on mains failure — required where the public occupies darkened spaces. Non-maintained fittings energise only when the mains fails — standard for workplaces.
